They can be merged by moving ":" in duplicate versions to the non translatable 
part, e.g. instead of _("ID:"), _("ID") + ":" would be used. Having them 
duplicated is not a big deal though, maybe some locale want to use something 
else instead of ":".

That toggle shows the system users (like bin, cron, mail, postmaster, etc) and 
system groups (like wheel, tty, disk, audio, cron, etc).
