Request for gngeo to be merged into contrib/applications/emulators

A emulator for the Neogeo games system.  Requires a working bios from the 
neogeo, but I don't think it can be distributed with it (it is not included 
in the source), so I am presuming it cannot be included in the package.  It 
is easy to obtain on the internet though.
