Update from -80 to -83 is just a security one and related to network code path 
so i'm not sure why your USB-HF and bluetooth devices affected at all.

If you are sure same configuration works well with -80 but not works at all if 
you just boot with -83, sending your dmesg outputs of both sessions to me 
(not list) maybe helps :)?
