You'll have to use 
<License>GPLv2</License>
instead of 
<License>GPL-2</License>  

You can find the full list of valid licences here : 
https://svn.pardus.org.tr/uludag/trunk/pisi/licenses/ 

The pspec.xml files are validated using this list when you're commiting.
